Several industrial districts showed "Not Enough Buyers for Products!" even with good ferry, train and highway export/import routes. I turned of the Industrial Space Planning and suddenly the city started growing by 150 people or so again, and Industrial buildings did not show the notification any longer.

Raw forestry materials can't be sold at commercial. They can only go to processor buildings, or industry raw storage. The processed products can only go to a warehouse or unique factory. Try to improve their route to the highways out of town. You can also use rail and or ships to get the stuff out but get the highway working first. Trucks take goods from generic industry or import it from the region, marked as pink in the outside connections overview, to commercial buildings which then sell these goods.
